Who loses what. When.
Pick an outage (a station, a segment, a pump, a tank, a meter) and see the shippers, deliveries and places affected: by nomination cycle on a gas pipeline, by batch and proration cycle on a liquids line. What is owed under the tariff. A draft critical notice with its geography. Booking line space and the what-if sit inside as a tab.
In designDesigned from existing building blocks. Not built.
1
Per-shipper cuts by nomination or batch cycle
2
Credits owed under the tariff
3
Draft notice with geography, for review
Needs
- Nominations, contracts and tariff rules as exports
- Consequence-area segments and the asset model
- Interface arrival times as an input (Wavepin Batch, when built, supplies them; planned, not built)
- A person to review every notice
Is not
- Not a nomination system of record
- Not a transient hydraulic model
- Never posts a notice itself
Where it stops
Commercial-operations buyer, later than the control room. Every pipeline's tariff and proration policy is a configuration job. The span check is a reduced-order twin and stays labelled unverified. Geography in gas critical notices: required from 1 January 2027.
Built from
What exists, what does not
The service lifeline and the seat-booking twin (telecom harness, separate codebase): pick a cause, see who loses what; lines booked like a flight, protection paths, checked span by span. The spatial consequence layer on public registers (population, places, corridors, hazard tracks). The deterministic twin core with an MCP door. The request model for cuts and credits. Not built: the oil and gas data model (consequence segments, nominations, tariff and curtailment rules, proration) and nomination loaders.
First proof
The experiment
Public data only: one pipeline's informational postings (capacity, nominations, notices), its published tariff and a public corridor map. Reproduce an actually posted critical notice for a scheduled station outage; show the per-shipper table behind the estimate and the drafted notice with geographic information; compare with what was posted. One corridor, one month, no customer, no OT.
Methods
- Service lifeline: pick a cause, see who loses what
- Seat-booking twin: line space booked like a flight, checked span by span
- Batch tracking with a learned corrector for volume-balance drift (research; no published field result)
Rules and standards
- 49 CFR 195.452: high consequence areas and segment risk analysis
- 18 CFR 284.12: NAESB WGQ standards incorporated by reference; critical notices and operational flow orders posted on the pipeline website
- FERC Order No. 809 (RM14-2-000, 80 FR 23198, 24 April 2015): the gas day and the five nomination cycles
- FERC Order No. 587-AB (RM96-1-044, 91 FR 31651, 28 May 2026): geographic information in critical notices, NAESB WGQ 5.3.74, effective 1 January 2027
